We are seeking a highly motivated and strategic Capture Manager, Public Sector Contract Vehicles with deep expertise in the IT-focused Public Sector market. This role is responsible for developing, managing, and executing a comprehensive contract vehicle capture strategy to ensure timely access to strategic Federal, State, Local, and Education (SLED) government contract vehicles. You will collaborate with internal business development, proposal, and delivery teams to align vehicle access with growth objectives and ensure readiness to pursue new opportunities within the Public Sector space. This is a remote position requiring strong self-direction, attention to detail, and proven success navigating Public Sector procurement landscapes.
Create and maintain a strategic roadmap for identifying, qualifying, and pursuing targeted Public Sector contract vehicles (e.g., GWACs, IDIQs, GSA MAS, NASPO ValuePoint, state-specific master contracts, co-operative purchasing agreements, etc.).
Align the Public Sector vehicle portfolio strategy with the organization’s growth goals, line card OEMs, and IT service offerings.
Analyze emerging Public Sector contract vehicles and procurement trends to assess alignment with capabilities and market demand.
Lead the full capture lifecycle for assigned Public Sector contract vehicle pursuits, from opportunity identification through submission.
Develop capture schedules, milestones, and deliverables to ensure timely execution.
Coordinate market research, competitive analysis, teaming strategies, and win themes specific to Public Sector procurements.
Work closely with proposal teams to ensure compliant, compelling, and timely submissions.
Partner with internal stakeholders (Sales, Engineering, Operations) to identify resource requirements, pricing strategies, past performance, and technical differentiators.
Build and maintain relationships with key Public Sector customers, technology manufacturers, and strategic teaming partners to enhance vehicle positioning.
Ensure appropriate access, permissions, and account setup for all awarded Public Sector vehicles.
Track, report, and optimize the utilization and revenue generation for the Public Sector vehicle portfolio.
Maintain a central repository of vehicle-related documents, templates, compliance requirements, and best practices.
Bachelor's degree and/or equivalent work experience.
5+ years of experience in business development, capture management, or contract vehicle management specifically within the IT Public Sector (Federal and/or SLED) market.
Proven success in winning and managing Public Sector contract vehicles (e.g., GSA MAS, NASA SEWP, CIO-SP, NASPO ValuePoint, OMNIA Partners, state-specific IT contracts, etc.).
Strong understanding of Public Sector procurement processes, including FAR/DFARS, co-operative purchasing, and state/local procurement regulations.
Exceptional project management, organizational, and written/verbal communication skills.
Ability to work independently, manage multiple priorities, and thrive in a remote environment.
An established network of teaming partners, Public Sector-focused OEMs, and industry contacts in the IT sector.
Familiarity with CRM and pipeline management tools (e.g., Salesforce, GovWin).
